When you meet the tax residency criteria, you must update your tax address (domicílio fiscal) from a foreign address to a Portuguese one.
You have 60 days to report this change to the Tax and Customs Authority (Autoridade Tributária e Aduaneira - AT).
Keep your address updated. All correspondence from the AT is send to the address registered.
How to submit an address change
If you have a Portuguese Citizen Card
You can update your address:
- Online, on the gov.pt portal
- In person, at any Citizen Card service location
If you do not have a Portuguese Citizen Card
You can update the address with effects in the tax residency status:
- Online: Use the e-balcão service:
- Log in to Portal das Finanças (Iniciar Sessão), using your credentials (NIF and password or Digital Mobile Key – CMD)
- Navigate to Todos os Serviços > Contactos > Atendimento e-balcão
- Select Registar nova questão
- Choose:
- Imposto ou área: Registo Contribuinte
- Tipo de Questão: Identific
- Questão: Representação Fiscal
- Fill the form and attach the required documents
- In Person: At a local Tax Office (Serviço de Finanças) or Citizen´s Shop (Loja do Cidadão). You must schedule an appointment in advance.
Required documents
EU/EEA citizens (including Andorra and Switzerland)
You must present:
- Civil identification document or other legally equivalent document (passport)
- European Union Citizen Registration Certificate, issued by the local council in the area of residence in Portugal
Additional Proof of Address: The following may also be accepted as proof of address in Portuguese territory:
- Public deed for the purchase of residential property
- Rental agreement for residential property
- Employment contract or document issued by any public entity
Third-country nationals (non-EU/EEA country)
You must present:
- Civil identification document or other legally equivalent document (passport);
- One of the following:
- Official proof of international protection or temporary protection, issued by Agency for Integration, Migration and Asylum (Agência para a Integração, Migração e Asilos - AIMA)
- Residence permit, issued by AIMA (valid on the date of the application)
- Appointment confirmation with AIMA or a receipt proving a pending application in all other situations, namely grants or renewals of residence permits, based on the general regime or the exceptional regimes
Note on address: If the address you provide is different from the one on AIMA documents, you must prove that you requested the address change from the competent authority. You must also present one of the following documents confirming your current address:
- Public deed for the purchase of residential property;
- Rental agreement for residential property;
- Employment contract or document issued by any public entity.
Request on behalf of another
Another person can request the address change on your behalf if they present a power of attorney (proxy) granting them the right to do so.
The representative can submit the request online (e-balcão) or in person, presenting the following documents:
- The representative's Tax and Civil identification document.
- The necessary proxy/power of attorney conferring authorization to request the change. If the representative is not a lawyer or solicitor, the proxy must have a signature recognition. If the legal representative is also appointed as a tax representative, this must be stated in the power of attorney.
How to schedule an in-person appointment
You can book an appointment to change the address:
- Online
- Access the Portal das Finanças
- Navigate to Contactos > Atendimento por Marcação
- Select Para pedido de NIF ou alteração de morada para pessoas sem cartão de cidadão
- Choose:
- Assunto: Identificação
- Subassunto: Alteração de morada-cidadão da UE e Espaço Económico Europeu or Alteração de morada-cidadão País Terceiro
- Observações: Provide your identification document number
- Select the office location, then pick a date and time from the available slots. Confirm your appointment.
You will receive a confirmation showing the date, time, and place of your appointment.
- By phone: Call (+351) 217 206 707 (CAT – Centro de Atendimento Telefónico), on working days from 9 a.m. to 7 p.m.
